Special China Arbiters’ Seminar Report


A special arbiters’ seminar conducted as part of the technical preparations of the 1st World Mind Sports Games and which was specially approved by FIDE President was organised in Zhejiang province Lishui city of China from 6 to 11 September 2008.

Participating were 50 chess arbiters from different provinces and cities of China,
most of them of national grade.

Lecturers were visiting FIDE General Secretary, International Organiser (IO) and International Arbiter (IA) Ignatius Leong Ignatius who was ably assisted by
IA Xu Jialiang and Senior National Arbiiter Lin Feng from China.

The program topics were:

1. The FIDE newest laws of chess;

2. The FIDE rapid chess rules and blitz chess rules;

3. The regulations of Chess Olympiads and its pairing rules;

4. The FIDE regulations of international titles of arbiters;

5. The regulations of World Mind Sports Games Chess events;

6. The Use of DGT chess clock in chess tournament of different time control and different playing system and some chess programme softwares;

7. The organizing of chess tournaments and matches;

8. General topics on chess arbiters;

9. Arbiters’ practice in chess competirions especially in blitz and rapid chess;

10. Basic chess terminology in English and Spoken English for chess arbiter.


The lectures, especially that of the FIDE Secretay General, att
racted a great interest and attention of all the seminar participants, and at 
the end of the arbiters’ seminar, 40 participants successfully pass the examination.

It was also recommended that the 20 participants with the best results apply for the title of FIDE Arbiter and they are the following:
