17-18 January 2007, Mr. Israel Gelfer, FIDE Honorary Vice President and Mr. Berik Balgabaev, Assistant to the FIDE President, visited Khanty-Mansiysk Autonomous Region-Yugra and met the Governor of the Region Mr. Alexander Filippenko and the Executive Director of the Organizing Committee Mr. Nikolay Bondarev. The agreements in respect of the organisation of the 2007 World Chess Cup, the Chess Olympiad 2010 and the 81st FIDE Congress were signed during this visit. According to the Agreement the World Cup will be taking place from 23 November to 16 December 2007 with the total prize fund of USD 1,92 Million.

The venue shall be the Arts Centre for the Talented Children of the North. The participants, guests and principals shall be accommodated in the hotel "Yugra Valley".
