The remarks and proposals will be examined and considered at the Special Meeting during the FIDE Congress in Calvia, Spain. Dear Chess Friends,

The last serious revision of the FIDE Statues was approved in Elista 1998. These amendments were incorporated into the FIDE Handbook published in 2000. Unfortunately, due to various circumstances in the course of further amendments to numerous Regulations, the updating of the Handbook was fragmented or non-existing.

The Presidential Board noted the urgency to publish the Handbook and ensure that amendments in all Regulations are not to be missed. The Presidential Board Meeting held in Kotor in February 2004, resolved to an overhaul of the Handbook. Since April 2004, a committee began working on a new-look Handbook.

Officials of key commissions and committees were requested to put forth their input for fresh proposals while at the same time, we went through the Minutes of the General Assemblies and Executive Board Meetings over the past 5 years.

We have just finished a major part of the work and published this even though it has not been discussed or approved by the Presidential Board. We welcome comments and corrections and we look forward to a fruitful discussion in Calvia.

We are presenting the draft, which is still incomplete. Nevertheless, for the Statutes and some Regulations, the updates as well as new proposals are compared with the current handbook. The updates are printed in blue while proposed changes are in red.

As an example of major update together with new proposals, we mention the Financial Regulations. In the specific Regulations for various FIDE competitions, the respective rules pertaining to finance were transferred to Financial Regulations. Financial matters, which used to be part of the Statutes, were also moved to Financial Regulations.

We urge all delegates and key commission members to look through the draft of the 2005 Handbook before coming to Calvia where upon, a special meeting will be dedicated to the 2005 Handbook. In addition, we request chairmen of all the respective commissions and committees to provide their terms of reference (description on the tasks and duties), proposed amendments and programmes in their final reports so that the new FIDE Handbook can be fully adopted by the General Assembly in Calvia. We do look forward to distribute the 2005 Handbook by January 2005 both in hard copy and on the FIDE website.
