From 19 to 24 February 2008 an Arbiters` Seminar was organized in Tehran by the Asian Chess Federation, under the auspices of FIDE and in association with the Chess Federation of Islamic Republic of Iran. The Seminar took place in the hall of the IRI Chess Federation in Tehran and the lecturers were IA Panagiotis Nikolopoulos, Chairman of the FIDE Arbiters` Council and IA Casto Abundo, Vice President of the Asian Chess Federation. 46 people (18 women and 28 men) from Islamic Republic of Iran participated in the Seminar. 45 of them participated in the examination test.

FIDE ARBITERS` SEMINAR

TEHRAN, 19 - 24 February 2008

LECTURER`S REPORT

 

The Arbiters` Seminar was organized by the Asian Chess Federation under the auspices of FIDE and in association with the Chess federation of Islamic Republic of Iran and took place in the hall of the IRI Chess Federation in Tehran, from 19 to 24 of February 2008.

46 people (18 women and 28 men) from Islamic Republic of Iran participated in the seminar.

Co-lecturer was IA Toti Abundo, Vice President of the Asian Chess Federation.

All lectures were in English language and the participants had no problems of communication and understanding.

IA Mehrdad Pahlevanzadeh, Treasurer of the Asian Chess Federation and IO Hadi Karimi, General Secretary of IRI Chess Federation, were translating into Persian language, when needed.

The lectures were given in 6 sessions of 3 hours each and lasted in total for 18 hours. After the end of the lectures there was an examination test which lasted for 4 hours.

During the sessions the following subjects were discussed:
  1. The Laws of Chess (including Rapid, Blitz and all Appendices)
  2. The FIDE Tournament Rules and tie-breaks.
  3. The basic principals in organizing tournaments.
  4. The systems of playing.
  5. Round-Robin system, Swiss system and pairing rules.
  6. The FIDE Titles and Ratings Regulations.
  7. The Regulations for the Titles of the Arbiters.
  8. The use of electronic clocks.
All participants were provided with copies from the parts of the FIDE Handbook covering all above subjects. All showed a great interest during all sessions and were asking a lot of questions concerning the subjects, while many cases for Arbiters, from various tournaments, were discussed during the lectures.

45 of them took part in the examination test, after the end of the sessions. Their results are in the attached table.

The report and the results of the Seminar will be presented in the FIDE General Assembly of Dresden, in November 2008, for approval and awarding of the title of FIDE Arbiter, according to the regulations.

All participants received certificates of attendance from the organizers.
