RUSSIA, 17-23 April 2008

LECTURER'S REPORT

The Arbiters' Seminar was organized by the Russian Chess Federation and took place in the complex "Dagomys" in Sochi, from 17 to 23 of April 2007. The seminar was held in parallel with Russian Youth Chess Championship.

In total, 79 arbiters took part in the seminar (5 International Arbiters, 16 National Category and 58 the 1st Category Arbiters) from Russia representing about 40 regions. The list of arbiters is attached.

The seminar proceeded 7 days (18 hours). The program of seminar included the following issues:

  1. The Laws of Chess (including Rapid, Blitz and all appendices)
  2. Tournament Rules
  3. Basic principals in organizing tournaments.
  4. System of games (Round Robin system, Swiss system, Scheveningen system)
  5. Tie-breaks.
  6. Rating regulations.
  7. Title regulations.
  8. Regulations for the titles for the Arbiters.
  9. Usage of electronic clocks.
  10. Pairing Programs
All participants of the seminar have shown a big interest and activity during discussions of above mentioned issues.

At the end of the seminar it was organized a test work for 10 Arbiters.

Participants who achieved 80% and points in the examination test, may be awarded the FIDE Arbiters' Norm:
