Born on April 5, 1962. He studied at the Moscow State Institute of Foreign Relations (MGIMO).

He has obtained degrees and titles from the Interregional Science of Science Academy of Russian Federation, National Academy of Applied Sciences of Russian Federation, Russian Social Sciences Academy and the New York Academy of Sciences

He has also been awarded prestigious awards:
Gold Medal of Peace for Humanitarian Activities, Medal 300 Years of Russian Navy, F. Plevako Gold Medal, Order of Friendship, Order of St. Nicolas, Order of Dignity St. George with sword, Triumphal Crown by the Nat.Academy of App.Sciences, Pierre Obrie Sign (France) & an Honored Citizen of Elista

On a political and commercial level he has been a Deputy of the Supreme Soviet of Russian Federative Republic, a Member of the Federation Council of Russian Federation, an Honored Deputy of Elista Municipal Board, and the President of Russian Chamber of Entrepreneurs
