2020 1st quarter FIDE Council Online Meeting: List of Decisions

FIDE Council decisions 12th of May, 2020 (online-meeting) OCM-2020/01 The Council approved the revised FIDE budget for 2020 proposed by MB. It was also noted that FIDE should closely monitor the financial state of national federations as an implication of pandemics with a further consideration by the Council if necessary. OCM-2020/02 The Council thanked Swiss authorities for the financial support regarding salaries of FIDE staff and rental payments for the FIDE office in Lausanne. OCM-2020/03 The Council approved the organization of online FIDE Council and other official and non-official meetings e.g. FIDE Zonal Council meetings and commission meetings. The Council noted a possibility to organize an online 2020 General Assembly. OCM-2020/04 The Council noted that the second half of the FIDE Candidates Tournament shall be held later this year and appreciated the commitment of Yekaterinburg partners to host the event. OCM-2020/05 The Council noted that the opening of World EXPO 2020 is confirmed to move to the fourth quarter of 2021 under the same name and with the same organizer, who expressed a clear commitment to host the World Championship Match with the dates and terms to be reconfirmed in a due course. OCM-2020/06 The Council approved shifting the Chess Olympiad 2020 to the next year, to be held at the same locations in Russia and within the same time frame as per FIDE Statement dated March 25th, 2020. OCM-2020/07 The Council took note of the President’s information on the preparations for the 2022 Olympiad. The Council requested the Belarus Chess Federation to provide the final information on the decision of the Belarus authorities about holding the 2022 Chess Olympiad in Minsk till the end of May 2020. OCM-2020/08 The Council approved that in case of a negative reply from the Belarus authorities, FIDE shall reopen the bidding procedure for the 2022 Chess Olympiad for a period of three months. OCM-2020/09 The Council noted that FIDE received one full bid for the 2024 Olympiad from Hungarian Chess Federation. Also, the Argentinian Chess Federation provided FIDE with a letter of intent with a promise to present the whole package with official guarantees by September 2020. The Council confirmed the high level of preparation of the Hungarian Chess Federation’s bid for 2024 and approved remote checking of all related details with formal inspections to be held when the situation allows the visits. The Council also recommended this bid for the ratification by the General Assembly subject to satisfactory inspections. OCM-2020/10 The Council noted that FIDE shall announce a bidding procedure for the World Cups 2022-2023. OCM-2020/11 The Council approved to create a separate procedure for the e-vote, should there be a necessity to decide about the Olympiad host city before the official GA meeting. Mr. Rivello, Chairman of Constitutional Commission, will advise on the procedural aspects. In the case of this e-vote, national federations to be consulted and informed accordingly. OCM-2020/12 The Council noted the information from FIDE President about the options for the timing of the last stage of the Women’s Grand-Prix series. OCM-2020/13 The Council requested the Events Commission to provide by the 1st of July an update regarding the respective 2020 World Championships and inform which events shall be moved to 2021 taking into account both the interests of the organizers of 2020-2021 tournaments and limitations related to the pandemics, including travel restrictions and budget constraints. OCM-2020/14 The Council approved the following online events to be organized by FIDE: – Steinitz memorial (regulations have been approved before);– Checkmate Coronavirus (regulations to be approved by MB);– Online Olympiad, including the players with disabilities (30 teams, President asked for the suggestions regarding 2 wildcards);– competitions for players with disabilities;– knock-out competitions with shorter time format. The Council agreed that FIDE needs a massive anti-cheating work before proceeding with official FIDE online events. FIDE is ready to fight it in cooperation with major chess online platforms. OCM-2020/15 The final regulations of the respective events will be approved by the Council in the near future following the suggestions from the Council members, in particular regarding a possible qualification stage for Online Olympiad. OCM-2020/16 The Council requested MB to provide information regarding media coverage of FIDE online activities and intensify the respective promotion efforts, including by the improvement in the quality of video coverage of FIDE events. The Council welcomed the development of a new visual standard for top FIDE events. OCM-2020/17 The Council noted the Continental reports and supported online activities run by the Continents. OCM-2020/18 The Council approved the new Commissions composition in principle. Council members have been requested to provide comments and proposals regarding personal composition of the commissions. OCM-2020/19 The Council approved the liquidation of the Online Commission conditional on the creation of a clear operational framework for managing and supporting FIDE online activities. OCM-2020/20 The Council approved the creation of the Athletes’ Commission. Council members have been requested to provide comments on possible procedures for the selection of members and on the regulations for the Athletes’ Commission OCM-2020/21 The Council has acknowledged the decisions by the President to appoint the new Chairs for the Planning and Development Commission and the Social Commission. OCM-2020/22 The Council approved MB efforts to kick-off the Chess ID project and noted that the details of the outsourcing procedures will be sent to the members shortly. OCM-2020/23 The Council noted the proposals regarding honorary GM titles. OCM-2020/24 The Council resolved to hold the next online Council meeting (regular quarterly meeting) in June 2020.

LIST OF Q3 2019 PRESIDENTIAL BOARD DECISIONS Q3PB-2019/01 To call an Extraordinary GA and Executive Board in the second half of December 2019. Q3PB-2019/02 To encourage the CCA and NCF to propose a longer term (up to three years) development plan within their jurisdictions. Q3PB-2019/03 To approve a motion of non-disclosure related to the 2014-2018 Forensic Audit. Q3PB-2019/04 To approve the bid of Yekaterinburg (RUS) to organize the 2020 Candidates’ Tournament. Q3PB-2019/05 To extend a bid deadline for the 2020 World Chess Championship Match until November 1, 2019. Q3PB-2019/06 To approve a split venue – Shanghai (China) and Vladivostok (Russia) – for the 2020 Women World Championship Match. The event will be organized in January 2020. Q3PB-2019/07 To confirm а filing of a report to the Ethics Commission in a so-called Morgunov case on behalf of the Board. To investigate ethical incidents reported by the President and to confirm the authority of the FIDE President to sign all necessary documents in this regard on behalf of the Board, including the subsequent filing of a report to the Ethics Commission. Q3PB-2019/08 To consider a ban on smoking in FIDE tournaments. Q3PB-2019/9 To approve holding consultations with EXPO 2020 organizers in Dubai regarding hosting one of the FIDE events at EXPO facilities. Q3PB-2019/10 The Board approved the regulations of the World Cup 2021, conditional on the confirmation of the Belarus Government for the proposed changes, regarding final dates and length of the event. Q3PB-2019/11 To approve the Euro as the main currency for the FIDE tournaments from 2022. Q3PB-2019/12 To instruct the Task Group headed by the FIDE Constitutional Commission Chairman Mr. Roberto Rivello to summarize and consider all the suggested amendments by the end of October 2019. Q3PB-2019/13 To approve a resolution on fee reduction that builds upon the Q2PB decision taken in Baku. Q3PB-2019/14 To approve the federation name change from FYROM to North Macedonia. Q3PB-2019/15 To ask the Constitutional Commission to review the membership status of Netherlands Antilles. Q3PB-2019/16 To continue monitoring the situation in the Ivory Coast CF until the local elections are over. Q3PB-2019/17 To approve an agreement with SILA International Lawyers. Q3PB-2019/18 To study further a possibility of organizing the World Club Cup. Q3PB-2019/19 To approve the following members of the panel for the Gligoric Fair Play Award, as proposed by its Chairman Mahir Mamedov: GM Judith Polgar and GM Eugenio Torre. Q3PB-2019/20 To approve new QC titles. Q3PB-2019/21 To note that a work of Arbiters’ Commission, Rules Commission and Technical Commission requires a serious improvement. To acknowledge that a report of the Technical Commission was poorly structured and a report of the Rules Commission did not contain proposals on a number of topical issues. To call upon all Commission Chairmen to present their reports and annexes in a clear way. Q3PB-2019/22 To approve new ARB titles. Q3PB-2019/23 To draw the ARB Chairman’s attention to such crucial areas as arbiter training, retraining, recertification and nomination. Q3PB-2019/24 To demand the ARB Chairman to produce by October 01, 2019 pools of arbiters to assist GSC in choosing arbiters for FIDE major events scheduled for the next few months based on evaluation criteria reported on Board meeting. Q3PB-2019/25 To demand the Arbiters’ Commission to establish a comprehensive system of arbiter retraining and recertification based on successful initiatives already tested by continents and national federations. Q3PB-2019/26 To organize training events in all continents and large FIDE zones in order to guarantee high quality of arbiters that will serve in the 2020 and the 2022 Olympiads. Q3PB-2019/27 To approve new TRG titles. To invite eligible voters to cast their votes for nominees for five FIDE Trainer Awards 2018. Q3PB-2019/28 To approve new EVE titles. Q3PB-2019/29 To acknowledge qualified bids for the 2021 World Amateur 2021, World Seniors and 2021 World Senior Team Championships from Russia, Germany, Malta and Italy. To instruct EVE to follow up with the regular inspection process. Q3PB-2019/30 To approve a request from the Medical Commission concerning details of emergency medical response protocols (including personnel). Q3PB-2019/31 To ask the GDPR Committee to report on the actions necessary in order to ensure FIDE compliance with the GDPR. Q3PB-2019/32 To delay any decision on Grenada membership until more information on the setup of the federation is provided. Q3PB-2019/33 To approve new Legal Regulations concerning the FIDE Moscow office. Q3PB-2019/34 To not approve the proposals of the Fair Play Commission that sought to establish a new, parallel, system of titles for Anti-Cheating Officers, Lecturers and Experts. Q3PB-2019/35 To acknowledge that the Czech Chess Federation expelled Mr. Igors Rausis. To remove Mr. Rausis’s affiliation from the FIDE rating list once the Czech Chess Federation submits all documents that were pertinent to its decision. Q3PB-2019/36 To approve in principle the regulations for the 2024 Olympiad. After minor adjustments are made, to open a bidding procedure in October 2019.

LIST OF Q2 2019 PRESIDENTIAL BOARD DECISIONS Q2PB-2019/01 To approve Russia, Monaco, Switzerland and Italy as the countries to host four stages of the Women’s Grand Prix 2019-2020. Q2PB-2019/02 To approve amendments to the regulations on the FIDE Moscow office indicating that the activities of the office are regulated by decisions of both the Presidential Board and the President and to approve the previously signed sponsorship contract with Russian Railways. Q2PB-2019/03 To ask Legal Advisor Aleksandr Martynov to develop clear guidelines for Arbiters (subject to confirmation by PB) to deal with the non-attendance situation in chess. Q2PB-2019/04 To approve the amendments to the 2019 Budget approved in London November, 2018. Q2PB-2019/05 To approve the offer from the Hungarian Chess Federation to organize the next Presidential Board meeting in Budapest on September 7th and 8th 2019. Q2PB-2019/06 To extend the bidding procedure for the FIDE Candidate’s Tournament 2020 and FIDE World Championship Match till September 1st 2019. Q2PB-2019/07 To approve the use of “International Chess Federation” in our public communications, as a part of a rebranding process. However, for official and administrative purposes, “World Chess Federation” will remain our official name until the new Charter is approved. Q2PB-2019/08 To modernize the FIDE Logo. Q2PB-2019/09 To approve the appointment of Willy Iclicki as FIDE GDPRO, Marco Biagioli as GDPR Legal Advisor and Vladimir Kukaev as GDPR Technical Advisor. Q2PB-2019/10 To have a final discussion regarding the new FIDE Charter at the Q3 2019 Presidential Board after consultations with the national chess federations. Q2PB-2019/11 To accept the proposal concerning a major fee reduction, including waiving all fees for the developing countries (levels 4-5), 50% reduction for level 3 countries, 50% reduction for all veteran fees, a quota for additional 30% tournaments to be rated for free (countries level 1-2). Additional major reduction for participants in youth competitions to be properly prepared and approved on Q3PB. Q2PB-2019/12 To approve a St. Kitts and Nevis Chess Federation as a provisional member. Q2PB-2019/13 To approve a Cayman Islands Chess Federation as a provisional member. Q2PB-2019/14 To support the aspirations of the Vanuatu people to join FIDE. To request the newly constituted Vanuatu Chess Federation to submit a new application and a set of documents, including the meeting minutes, in time for the Q3 PB.
